This is a regular thing. Think of this location as basically like an airport? It's a central travel hub where people are entering/exiting the Shard, so there's a lot of trade and mingling that happens.
It makes me think of the coach stations London (and no doubt other cities) used to have before the railways, although I've never seen pictures of them. I guess they became railway stations in time.
